Introduction

Unveiled in 2013, “One Belt, One Road (OBOR), also known as the Belt and Road Initiative (BRI), is a visionary economic development and commercial endeavour spearheaded by Chinese President Xi Jinping. This ambitious project centres on enhancing connectivity and cooperation among numerous countries spanning across different continents. The project aimed to revive the ancient Silk Route that historically connected Asia and Europe, encompassing new territories and a wide array of development initiatives.

Dubbed the “Project of the Century,” BRI currently spans approximately 150 countries, making it one of the most extensive international projects in history. The total Chinese investment in BRI is estimated to exceed $ 8 trillion, allocated through a combination of grants and loans, facilitating the construction of an extensive network of roadways, railways, maritime ports, power grids, oil and gas pipelines, and various other associated infrastructure projects.

OBOR/BRI Corridors

The ‘Belt’ component primarily focuses on the development of land-based routes connecting China to Central Asia, Eastern Europe, and Western Europe. Conversely, the ‘Road’ pertains to sea routes linking China’s southern coast to the Mediterranean, Africa, Southeast Asia, and Central Asia. It comprises six major economic corridors, each strategically designed to enhance regional connectivity and trade:

  1. New Eurasian Land Bridge: Establishes a vital link between Western China and Western Russia.
  2. China-Mongolia-Russia Corridor: Connects Northern China to Eastern Russia via Mongolia.
  3. China-Central Asia-West Asia Corridor: Links Western China to Turkey through Central and Western Asia
  4. China-Indochina Peninsula Corridor: Connects Southern China to Singapore via Indochina
  5. China-Pakistan Corridor: Establishes a trade route from southwestern China through Pakistan to the Arabian Sea.
  6. Bangladesh-China-India-Myanmar Corridor: Enhances connectivity between South China and India via Bangladesh and Myanmar.

Chinese Objectives

China’s Belt and Road Initiative (BRI), also known as the One Belt, One Road (OBOR) initiative, holds immense importance for the country across multiple dimensions, ranging from domestic growth to global influence. Each of these aspects reflects China’s broader strategic goals under President Xi Jinping’s leadership.

1. Boosting Domestic Growth

At its core, OBOR serves as a critical catalyst for China’s domestic economic growth. By expanding trade routes, investing in overseas infrastructure, and facilitating regional cooperation, China aims to mitigate economic slowdowns within its own borders. The initiative is particularly important in addressing the issue of overcapacity in industries such as steel, cement, and construction. By exporting excess production and expertise to OBOR-participating countries, China can alleviate domestic industrial surpluses while simultaneously driving economic growth abroad.

Chinese companies involved in high-speed rail construction, such as China Railway Construction Corporation (CRCC), have built rail networks across countries like Indonesia and Laos, providing new markets for Chinese goods and technology, and stimulating domestic industries.

2. Development of Border Regions

One of China’s key objectives through OBOR is the development of its underdeveloped border regions, such as Xinjiang and Yunnan, which are strategically located near several participating countries. By linking these regions with neighbouring nations through trade routes and infrastructure projects, China aims to stimulate local economic activity, reduce regional inequalities, and stabilize restive areas.

Xinjiang, located in China’s far west, is a critical hub for the China-Pakistan Economic Corridor (CPEC), one of the flagship projects of OBOR. By connecting Xinjiang to Pakistan’s Gwadar Port, China can promote economic development in this largely underdeveloped region while creating a direct trade route to the Arabian Sea, enhancing its access to global markets.

3. Emergence as a Regional Leader

OBOR is a vital tool for China to assert itself as a regional leader with a global footprint. By investing heavily in infrastructure across Asia, Africa, and Europe, China is positioning itself as a benefactor for development. This helps Beijing foster economic and political ties, enhancing its influence over key regional partners and promoting a China-centric model of development.

In South Asia, China’s strategic investments in Sri Lanka’s Hambantota Port and Pakistan’s Gwadar Port demonstrate its aspirations for regional leadership. These investments give China greater access to the Indian Ocean, boosting its influence over important maritime routes and the economic dynamics of South Asia, traditionally a region under India’s influence.

4. Internationalization of the Yuan

A central component of China’s OBOR strategy is the promotion of the Yuan as an international currency. By facilitating trade, loans, and investments with OBOR countries in Yuan rather than US dollars, China aims to reduce its dependence on the US currency and bolster the global use of the Yuan. This aligns with China’s long-term goal of making the Yuan a major reserve currency.

In countries such as Pakistan and Laos, China has increasingly promoted the use of the Yuan in bilateral trade and infrastructure project financing, thereby creating a network of countries more dependent on the Chinese currency and facilitating its internationalization.

5. Legacy of President Xi Jinping

OBOR is not only a national strategy but also a personal initiative of President Xi Jinping. It reflects his vision for China as a rejuvenated global power, emphasizing economic diplomacy as a cornerstone of China’s foreign policy. By spearheading OBOR, Xi aims to create a lasting legacy, much like Deng Xiaoping’s reform and opening-up policy or Mao Zedong’s revolutionary leadership. OBOR has been enshrined in the Chinese Communist Party’s (CCP) constitution, underlining its significance as part of Xi’s long-term vision for China’s role on the world stage.

Xi’s frequent visits to OBOR partner countries, from Central Asia to Africa, reinforce his personal commitment to the initiative. The extensive promotion of OBOR during international summits like the Belt and Road Forum highlights its centrality to Xi’s foreign policy and legacy.

6. Signature Foreign Policy Project

The Belt and Road Initiative has been institutionalized as China’s signature foreign policy project, reflecting the country’s broader shift towards greater involvement in global governance. By investing in infrastructure and promoting connectivity, OBOR serves as a vehicle for China to build strategic partnerships across the world. The initiative’s inclusion in the CCP’s constitution solidifies its importance and ensures long-term political and financial backing from the Chinese government.

China’s BRI investments in Africa, particularly in countries like Kenya and Ethiopia, are seen as a projection of its foreign policy strategy to build political alliances and establish itself as a development leader. Projects such as the Standard Gauge Railway in Kenya illustrate how OBOR is tied to China’s broader geopolitical goals.

7. Reshaping the Global Order

On a global level, OBOR reflects China’s ambition to reshape the existing world order, which has been historically dominated by the United States and the Washington Consensus. China envisions a new global order rooted in the Beijing Consensus, which emphasizes state-led economic growth, non-interference in domestic affairs, and development-driven foreign relations. OBOR serves as a pillar of this vision, challenging Western-centric models of global governance.

Through OBOR, China has provided an alternative to Western institutions like the International Monetary Fund (IMF) and the World Bank by offering loans and infrastructure funding without the stringent political conditions often attached to Western aid. For instance, countries like Cambodia and Laos have leaned heavily on Chinese investment to build their infrastructure, bypassing Western models of development assistance.

Thus, China’s Belt and Road Initiative is far more than just an infrastructure development project; it is a multi-faceted strategy designed to boost domestic economic growth, stabilize border regions, and promote China’s global leadership. Through the internationalization of the Yuan and the creation of strategic partnerships, OBOR is integral to China’s vision of reshaping the global order. It is also closely tied to President Xi Jinping’s legacy, marking it as a cornerstone of his foreign policy and long-term strategy for China’s rise on the world stage.

Global Benefits of OBOR/BRI
